The first round of the "HKUST Notebook/Desktop Ownership Program 2007" is now well behind us. It is good to see that many of you have enjoyed this once-in-a-year special offers by purchasing a notebook computer for your own use. Nevertheless it is also sad to find that there are increasingly more abuses of this program for profit-making purpose.
This definitely deviates from the objective of this annual program, which is to make available attractive and affordable computer offers for the University community at large to facilitate their learning, teaching and research activities. As a result, in the past week ITSC has undergone an internal review with our senior management as well as the vendors, and have now come up with a revised program scheme with immediate effect to address the issue.
Below is a highlight of the major changes:
1. For all new notebook computer purchases, on top of the program price, customers are now required to provide an additional upfront deposit at the time of ordering.
2. Notebook customers are required to bring back their purchased notebook computer in person for on-campus ownership verification during 4-8 Dec 2007 or 8-12 Jan 2008. The machine's serial number will be checked against the vendor's database. The exact time and venue will be announced at "http://www.ust.hk/itsc/cop" by Nov 30.
3. The upfront deposit will only be refunded to you provided that there is no problem with the ownership verification check. Refund of the deposit will be arranged by PCCW in 4-6 weeks time (for credit card payment) or in 6-8 weeks time (for EPS payment).
4. Different notebook models may carry different upfront deposit, but in general they are classified into 4 different tiers, ranging from $1,000 to $4,000. For details on the deposit amount, please refer to our updated program web pages.

5. Bank-in cash payment will no longer be accepted. You can only pay by: (a) EPS, (b) credit card, or (c) installment via BOC/BEA credit card account. Please be reminded that you can also make use of phone ordering service to avoid long queue.

Meanwhile please note that phone ordering service will temporarily be suspended for making the changes, and service will resume at 9am on Aug 28 (Tue).
Finally, users are once again reminded that reselling your ordered notebook computer within the first 6 months for profit-making purpose is strictly prohibited. PCCW reserves the right to claim those offenders the difference between the market price and the special program price.
