IBM notebook can NOT boot

here is a IBM notebook is down, when i press the power, it gives me a "black face"
the fan is running and the power light is on
it refuses to boot itself even BIOS
the hadrware red light is NOT on
can anybody help, what the reason probably is?!
and where can I fix it in hefei near USTC

ps: this IBM is R32 version, it is a official notebook bought in IBM official station, NOT from here----BOBWU
so BOBWU can help me?
